Philippines – Reconstruction and Rehabilitation of Damaged Schools in Iloilo

Detailed Narrative Description of Project:
On November 8, 2013, Typhoon “Haiyan”, known in the Philippines as Typhoon “Yolanda”, one of the strongest tropical cyclones ever recorded, devastated the Philippines particularly the provinces of Leyte, Samar, Iloilo, Cebu, and Palawan. It is the deadliest Philippine typhoon on record and also the strongest storm recorded at landfall and in terms of wind speed. Per data provided by the National Disaster Risk Reduction and Management Council (NDRRMC), the wrath of Typhoon Yolanda affected more than three million families and left more than PhP89 Billion worth of damages in all sectors.
Social infrastructure facilities such as schools and health centers were no exception to the strength of Super Typhoon Yolanda, which made six landfalls and brought with it storm surges that killed thousands of people. The Department of Education has recorded 3,171 schools damaged of varying degrees in all areas affected. The schools were reported as either damaged or totally destroyed.
The International Community immediately responded to relief and rescue operations that included among others the major repair and reconstruction of various infrastructure devastated by the super typhoon. The Philippine Red Cross (PRC) in partnership with the British Red Cross (BRC) will undertake the rehabilitation and reconstruction of twenty (20) classrooms in Ajuy and Balasan, Iloilo.
Detailed Description of Actual Services Provided
The Consultant’s scope of work includes:
Phase I – Project Preparation and Detailed Design
- Assistance in preparing Project Proposal for submission and approval of Philippine Red Cross
- Coordination with local government unit in site-related concerns (land acquisition and other permits)
- Preparation of MoU between PRC and local authorities.
- Conduct site inspection.
- Preparation of design drawings, design reports, technical specifications and tender documents.
Phase II – Assistance in Tendering
- Assistance in prequalification of contractors.
- Assistance in tendering and bid evaluation.
- Assistance in contract negotiation and finalization of construction contract.
Phase III – Assistance During Construction
- Monthly visits to site
- Preparation of progress report
- Preparation of final completion report
