Detailed Narrative Description of Project:

The PIC/PIE program is designed to promote agri-industrial development through the processing of locally available agricultural commodities into higher value products. The study aims to determine the viability of and to formulate necessary implementation strategies for establishing PICs and PIEs per province and congressional district, respectively. The PICs/PIEs are envisioned to be developed through joint ventures between the LGUs and the private sector. 


Detailed Description of Actual Services Provided:

The study consists of two phases: (1) Phase I – Master Plan Study and (2) Phase II - Feasibility Studies for Eight (8) Priority PIC Sites.

Phase I: Review of the nationwide agri-industrial development programs and projects; formulation of criteria for prioritizing provinces for PIC development; formulation of framework for development and prototype designs; and identification of institutional inter-relationships and role of LGUs in the implementation of the programs.

Phase II: Feasibility studies (FS) for eight pilot PIC provinces as a result of the prioritization scheme undertaken in Phase I (Leyte, Davao, Catanduanes, Bukidnon, Abra, Nueva Ecija, Ilocos Norte, and Lanao del Norte). Each FS includes market study, site development planning, preliminary design of infrastructure facilities, e.g. site grading, drainage and sewerage system, water supply and distribution system, power supply and distribution system, design of telecommunication facilities and waste management system, generation of cost estimates, financial and economic analyses, and implementation planning.
